Guidelines on Tron District Community Learning Resources Management under the Office of Uttaradit Primary Educational Service Area 1

Abstract

This research aimed to survey community-learning resources, investigate conditions and problems, and create guidelines on managing Tron District community learning resources under the Office of Uttaradit Primary Educational Service Area 1. This study was a qualitative research using 100 key informants including 10 school administrators, 10 teachers, 30 community intellectuals, and 50 administrators of community learning resource centers. The sample group was obtained through purposive sampling. The instruments used for collecting data were surveys and open-ended questionnaires. The statistics used for data analysis was content analysis.

The results showed that there were 213 community learning resources in Tron District in Uttaradit Province Including 60 human resources, 127 man-made resources, 6 natural resources, and 20 social activities, traditions and beliefs learning resources. With regard to the administrative conditions and problems of the community learning resources in four aspects, it was found as the following. 1. Planning – there were project plans that supported the use of community learning resources, but administrators and teachers in some areas did not take part in planning the community learning resources management. 2. Operation – every village officially assigned a community philosopher to give advice and facilitate using community learning resources; however, some schools did not use community learning resources as well as the learning resources in some areas lacked proper public relations. 3. Supervision and follow-up – community people were welcomed to express their opinions about the resources and supervision and follow up were carried on in the community; however, the schools did not keep record of people using the community learning resources as well as supervision and follow-up was not ongoing in some areas. 4. Evaluation – community people had opportunities to express their opinions, meetings to inform community people of community learning resources operational plans were organized, but lack of statistical evaluation and accurate documents was found in some areas. Regarding the guidelines on community learning resources management in Tron District, Uttaradit Province In four aspects were as follows. 1. School directors – they had to collaborate with community people in planning and developing administrative policy of community learning resources. 2. Teachers – they needed to know and understand the context and information of the community learning resources. 3. Community intellectuals – they had to contribute to designing and making development plans of the community learning resources as a part of the village development plan. 4. Administrators of the learning resources centers – they needed to participate in development planning presentation of the community learning resources during the process of village development plan design.

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ สำรวจแหล่งเรียนรู้ในชุมชน ศึกษาสภาพและปัญหาและหาแนวทางการบริหารแหล่งเรียนรู้ในชุมชน เขตอำเภอตรอน จังหวัดอุตรดิตถ์ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 1 โดยวิธีการทางวิจัยเชิงคุณภาพ กลุ่มผู้ให้ข้อมูลหลัก จำนวน 100 คน ประกอบด้วย ผู้บริหารสถานศึกษา จำนวน 10 คน ครู จำนวน 10 คน ปราชญ์ชุมชน จำนวน 30 คน และผู้ดูแลแหล่งเรียนรู้ชุมชน จำนวน 50 คน ในเขตอำเภอตรอน จังหวัดอุตรดิตถ์ ใช้วิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสำรวจ และแบบสอบถามปลายเปิด โดยใช้การวิเคราะห์ข้อมูลเชิงเนื้อหา

ผลการวิจัยพบว่า แหล่งเรียนรู้ในชุมชน เขตอำเภอตรอน จังหวัดอุตรดิตถ์ มีแหล่งเรียนรู้ จำนวน 213 แหล่ง ได้แก่ ประเภทบุคคล จำนวน 60 แหล่ง ประเภทสิ่งที่มนุษย์สร้างขึ้น จำนวน 127 แหล่ง ทรัพยากรธรรมชาติ จำนวน 6 แหล่ง และกิจกรรมทางสังคม ประเพณี และความเชื่อ จำนวน 20 แหล่ง สภาพและปัญหาการดำเนินงานเกี่ยวกับการบริหารแหล่งเรียนรู้ในชุมชน เขตอำเภอตรอน จังหวัดอุตรดิตถ์ ทั้ง 4 ด้าน มีดังนี้ 1. ด้านการวางแผน พบว่ามีแผนงาน โครงการ ที่สนับสนุนการใช้แหล่งเรียนรู้ชุมชน ปัญหาที่พบคือ ผู้บริหารและครูบางพื้นที่ยังไม่มีส่วนร่วมในการวางแผนการบริหารแหล่งเรียนรู้ชุมชน 2. ด้านการดำเนินงาน พบว่า มีการจัดตั้งปราชญ์ชุมชนในแต่ละหมู่บ้าน และมีการให้คำแนะนำและอำนวยความสะดวกในการเข้าใช้แหล่งเรียนรู้ ปัญหาที่พบคือ โรงเรียนบางแห่งยังขาดการเข้าใช้แหล่งเรียนรู้ชุมชน และ แหล่งเรียนรู้บางพื้นที่ขาดการประชาสัมพันธ์ 3. ด้านการนิเทศติดตามผล พบว่ามีการเปิดโอกาสให้คนในชุมชนได้มีส่วนร่วมแสดงความคิดเห็น มีการนิเทศ ติดตาม ปัญหาที่พบคือ โรงเรียนขาดการบันทึกการเข้าใช้แหล่งเรียนรู้ชุมชนประจำแหล่งเรียนรู้ และการนิเทศติดตามบางพื้นที่ไม่ต่อเนื่องเท่าที่ควร 4. ด้านการประเมินผล พบว่ามีการเปิดโอกาสให้คนในชุมชนได้มีส่วนร่วมแสดงความคิดเห็น มีการจัดประชุมชี้แจงให้บุคลากรรับทราบเกี่ยวกับแผนการดำเนินงานการใช้แหล่งเรียนรู้ ปัญหาที่พบคือ บางพื้นที่ยังขาดการประเมินผลที่เป็นสถิติและเป็นเอกสารหลักฐานชัดเจน และแนวทางการบริหารแหล่งเรียนรู้ในชุมชน เขตอำเภอตรอน จังหวัดอุตรดิตถ์ ทั้ง 4 ด้าน ดังนี้ 1. ด้านผู้อำนวยการโรงเรียน คือ ต้องมีส่วนร่วมในการวางแผน พัฒนา เกี่ยวกับนโยบายการบริหารจัดการแหล่งเรียนรู้ในชุมชนร่วมกับชุมชน 2. ด้านครู คือ ต้องศึกษาบริบทของชุมชนและข้อมูลแหล่งเรียนรู้ในชุมชน 3. ด้านปราชญ์ชุมชน คือ ต้องมีส่วนร่วมในการนำเสนอการวางแผน พัฒนา แหล่งเรียนรู้ผ่านการจัดทำแผนพัฒนาหมูบ้าน 4. ด้านผู้ดูแลแหล่งเรียนรู้ คือ ต้องมีส่วนร่วมในการนำเสนอการวางแผนพัฒนาแหล่งเรียนรู้ ผ่านการจัดทำแผนพัฒนาหมูบ้าน
