Guidelines for Managing Repayment Capacities of Member Farmers of Uttaradit Provincial Office of Farmer's Reconstruction and Development Fund

Abstract

This research study investigated the management level of the member farmers receiving debt management services to the Uttaradit Provincial Office of the Farmer's Reconstruction and Development Fund and studied guidelines for managing repayment capacities of the member farmers. The population was composed of 686 member farmers receiving debt management services and 20 executives, employees and provincial sub-committee members. The study sample included 252 member farmers receiving debt management services, selected through a simple random sampling technique, and 10 key informants – executives, employees and provincial sub-committee members – who participated in in-depth interviews and were obtained by purposive sampling method. The instruments used in this study were a questionnaire and an interview record form. The statistical devices employed for data analysis were frequency, percentage, mean, standard deviation and content analysis.

The results showed that overall the management of the member farmers receiving debt management services to the Uttaradit Provincial Office of the Farmer's Reconstruction and Development Fund was at a moderate level. When considering each management aspect in isolation, it was found that finance and accounting was at the highest level, followed by marketing, whereas production gained the lowest management level. Guidelines for repayment capacities management for each dimension were given. For production, farmers should be provided with knowledge of appropriate seed selection for a particular area. For marketing, intermediaries who buy produce directly from farmers should be considered and promoted as a marketing channel. For finance and accounting, cost accounting and agricultural planning should be promoted with an emphasis on reducing costs by using organic fertilizers in place of chemical ones. For economy, there should be agricultural occupation promotion to make the most of the land, and analytical advice should be given to farmers for increasing access to investment resources.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการบริหารจัดการของเกษตรกรสมาชิก ที่ได้รับการจัดการหนี้แทนต่อสำนักงานกองทุนฟื้นฟูและพัฒนาเกษตรกรจังหวัดอุตรดิตถ์ และศึกษาแนวทางการบริหารจัดการศักยภาพการชำระหนี้คืนของเกษตรกรสมาชิกที่ได้รับการจัดการหนี้แทนต่อสำนักงานกองทุนฟื้นฟูและพัฒนาเกษตรกรจังหวัดอุตรดิตถ์ ประชากร คือ เกษตรกรที่ได้รับการจัดการหนี้แทน จำนวน 686 คน ผู้บริหาร พนักงาน และคณะอนุกรรมการจังหวัด จำนวน 20 คน กลุ่มตัวอย่าง คือ เกษตรกรที่ได้รับการจัดการหนี้แทน จำนวน 252 คน ได้มาโดยวิธีการสุ่มอย่างง่าย ข้อมูลเชิงลึกได้มาโดยการสัมภาษณ์ผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้บริหาร พนักงาน และคณะอนุกรรมการจังหวัด จำนวน 10 คน ด้วยวิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ในวิจัย ได้แก่ คือ แบบสอบถาม และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า การบริหารจัดการของเกษตรกรที่ได้รับการจัดการหนี้แทนต่อสำนักงานกองทุนฟื้นฟูและพัฒนาเกษตรกรจังหวัดอุตรดิตถ์ โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการเงินและการบัญชี มีระดับการบริหารจัดการมากที่สุด รองลงมาคือ ด้านการตลาด และด้านการผลิตมีระดับการบริหารจัดการน้อยที่สุด สำหรับแนวทางการบริหารจัดการศักยภาพการชำระหนี้คืนของเกษตรกรสมาชิกสำนักงานกองทุนฟื้นฟูและพัฒนาเกษตรกรจังหวัดอุตรดิตถ์พบว่า ด้านการผลิต ควรส่งเสริมให้ความรู้ทางด้านการคัดสรรเมล็ดพันธุ์ต่าง ๆ ให้เหมาะกับสภาพพื้นที่ ด้านการตลาด ควรส่งเสริมช่องทางการตลาดให้แก่เกษตรกรโดยผ่านพ่อค้าคนกลางเข้ามารับผลผลิตในพื้นที่ ด้านการเงินและบัญชี ควรส่งเสริมการจัดทำบัญชีต้นทุนและการวางแผนการทำเกษตรกรรม โดยพยายามลดต้นทุนในการซื้อปุ๋ยซื้อยาที่เป็นสารเคมีและใช้ปุ๋ยอินทรีย์แทน ด้านเศรษฐกิจ ควรสนับสนุนในการส่งเสริมอาชีพเกษตรกรรม ให้มีการใช้ประโยชน์จากที่ดินให้ได้มากที่สุด และให้คำแนะนำในการวิเคราะห์เพื่อที่เกษตรกรจะสามารถเข้าถึงแหล่งเงินลงทุนได้
