Guidelines for Academic Administration to Improve Learning Achievement of Students of Schools in Highland Areas under Phitsanulok Primary Educational Service Area Office 3

Abstract

The study aimed to investigate problems and guidelines for improving learning achievement of students of schools in highland areas under the Office of Phitsanulok Primary Educational Service Area 3. The population of the study was composed of 52 school directors, teachers and government employees of schools in highland areas under the Office of Phitsanulok Primary Educational Service Area 3, and 10 experts, selected through the purposive sampling method. The instruments used in the study were a questionnaire and an interview. The statistical tools for data analysis were frequency, percentage, mean, standard deviation and content analysis.

The results showed that overall, the problems of academic administration to improve the students’ learning achievement in highland areas were at a high level. The problem in terms of student learning process improvement was rated the highest in mean scores. The guidelines for improving the learning achievement consisted of 4 aspects as follows. As for the Learning Process Improvement, active learning instruction should be promoted and provided through the whole course in a consistent manner. For the Measurement, Evaluation and Course Transfer, several methods of evaluation should be undertaken in accordance with the school curriculum and the Basic Education Core Curriculum; effective measurement and evaluation tools should be developed as appropriate for the students. For the Media, Innovation and Technology Development, there should be continuous supervision, monitoring, production and use of teaching materials as well as extensive Internet connection for the schools to become a modern learning center. As for the educational supervision, the schools were suggested to undertake at least one supervision session per semester, and organize an exhibition to exchange ideas and experience about learning management within the school or across a cluster of schools in a favorable manner.

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพปัญหา และหาแนวทางการบริหาร งานวิชาการเพื่อยกระดับผลสัมฤทธิ์ทางการเรียนของนักเรียนโรงเรียนพื้นที่สูง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 3 ประชากรที่ใช้ในการวิจัย ได้แก่ ผู้อำนวยการโรงเรียน ครู และพนักงานราชการ ซึ่งปฏิบัติหน้าที่อยู่ในโรงเรียนพื้นที่สูง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 3 จำนวน 52 คนและผู้ทรงคุณวุฒิ จำนวน 10 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เชิงเนื้อหา

ผลการวิจัยพบว่า สภาพปัญหาการบริหารงานวิชาการเพื่อยกระดับผลสัมฤทธิ์ทางการเรียนของนักเรียนโรงเรียนพื้นที่สูงพบว่า ในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงที่สุด คือ ด้านการพัฒนากระบวนการเรียนรู้ของนักเรียน สำหรับแนวทางในการบริหารงานวิชาการเพื่อยกระดับผลสัมฤทธิ์ มีทั้งหมด 4 ด้าน คือ ด้านการพัฒนากระบวนการเรียนรู้ ควรจัดการเรียนการสอนแบบต่อเนื่องกันจนเสร็จสิ้นกระบวนการในรายวิชา และส่งเสริมกิจกรรม การเรียนการสอนที่เน้นให้ผู้เรียนมีส่วนร่วม ด้านการวัดผล ประเมินผลและเทียบโอนผลการเรียน ควรมีการวัดผล ประเมินผลที่หลากหลายให้สอดคล้องกับหลักสูตรสถานศึกษา และหลักสูตรแกนกลาง ส่งเสริมให้มีการพัฒนาเครื่องมือในการวัดผลและประเมินผล อย่างมีประสิทธิภาพ และเหมาะสมกับผู้เรียน ด้านการพัฒนาสื่อ นวัตกรรม และเทคโนโลยี ควรมีการนิเทศ ติดตาม การผลิตและการใช้สื่อการเรียนการสอนอย่างต่อเนื่อง ส่งเสริมและพัฒนาระบบอินเทอร์เน็ต ให้ครอบคลุมภายในโรงเรียน เพื่อเป็นศูนย์การเรียนรู้ที่ทันสมัย และด้านการนิเทศการศึกษา ควรมีการกำหนดการนิเทศในสถานศึกษาอย่างชัดเจน อย่างน้อยภาคเรียนละ 1 ครั้ง จัดนิทรรศการการแลกเปลี่ยนกระบวนการจัดการเรียนรู้ภายในสถานศึกษา และสถานศึกษาอื่นอย่างเป็นกัลยาณมิตร
