Success Factors in Watershed Forest Management of Nam Meed Village, Puea Sub-District, Chiang Klang District, Nan Province

Abstract

The purpose of this research was to study context, watershed forest management process, and success factors in watershed forest management of Nam Meed Village, Puea Sub-District, Chiang Khang District, Nan Province. The 82 key informants included sub-district headman, village headman, village headman assistant, knowers, local wise people, stakeholders, and people concerned in Nam Meed Village, Puea Sub-District, Chiang Klang District, Nan Province. The instrument used was a questionnaire. The percentage, mean, standard deviation, and multiple regression analysis were parameters used for statistical analysis.

The results reveal that Nam Meed Village is located in a watershed of Meed River in fertile land. Most local people grow upland rice, so they deforest for rotation farming. The results also show that the opinion about the necessity of watershed forest management of Nam Meed Villge is overall at a high level. Moreover, the obstacle is that the local people lack knowledge and understanding of appropriate watershed forest management and conservation. There are 34 factors related to forest management. However, 7 factors that are related to and have influence on the success of forest management of Nam Meed Village include participation of people in conserving and restoring watershed forest, preventing forest fires, caring for forests, and reforestation. The guideline for success in community forest management is ongoing support from related organizations in educating and encouraging local people to participate in every process of watershed forest management. This will eventually bring about a self-reliant community and sustainable watershed forest management.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพบริบท กระบวนการจัดการป่าต้นน้ำและปัจจัยความสำเร็จในการจัดการป่าต้นน้ำบ้านน้ำมีด ตำบลเปือ อำเภอเชียงกลาง จังหวัดน่าน ผู้ให้ข้อมูลหลัก คือ ประชากรที่อาศัยอยู่ในชุมชนบ้านน้ำมีด ตำบลเปือ อำเภอเชียงกลาง จังหวัดน่าน ได้แก่ กำนัน ผู้ใหญ่บ้าน ผู้ช่วยผู้ใหญ่บ้าน ผู้รู้ ผู้ทรงภูมิปัญญาในท้องถิ่น ผู้มีส่วนได้ส่วนเสีย และผู้ที่เกี่ยวข้อง จำนวน 82 คน เครื่องมือที่ใช้ในการศึกษา คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยพหุคูณ

ผลการวิจัย พบว่า บ้านน้ำมีด เป็นหมู่บ้านที่ตั้งอยู่บนพื้นที่ต้นน้ำของลุ่มน้ำมีด สภาพพื้นที่มีความอุดมสมบูรณ์ ประชาชนส่วนใหญ่ปลูกข้าวไร่ จึงขยายพื้นที่ในการเพาะปลูกมากขึ้น โดยการบุกรุกป่าเพื่อทำไร่หมุนเวียน ความคิดเห็นในกระบวนบริหารจัดการพื้นที่ป่าต้นน้ำบ้านน้ำมีด โดยรวมมีความจำเป็นในระดับมาก ปัญหาอุปสรรค ในการจัดการป่าต้นน้ำ คือ ประชาชนในพื้นที่ขาดความรู้ ความเข้าใจที่เหมาะสมในการจัดการทรัพยากรป่าต้นน้ำและการอนุรักษ์ป่าต้นน้ำ มี 34 ปัจจัยที่เกี่ยวข้องกับการจัดการป่า แต่ มี 7 ปัจจัยที่มีความสัมพันธ์และมีอิทธิพลต่อความสำเร็จในการจัดการป่าบ้านน้ำมีด ได้แก่ การมีส่วนร่วมในการอนุรักษ์และฟื้นฟูป่าต้นน้ำ ในด้านการป้องกันไฟป่า การดูแลรักษาป่า และการปลูกป่า แนวทางการดําเนินงานเพื่อให้การจัดการป่าชุมชนประสบความสําเร็จ คือ การสนับสนุนอย่างต่อเนื่องของหน่วยงานที่เกี่ยวข้องเพื่อสร้างความรู้ความเข้าใจ สร้างการมีส่วนร่วมในการจัดการป่าต้นน้ำทุกกระบวนการ เพื่อให้ชุมชนสามารถพึ่งตนเองได้และเกิดการจัดการป่าต้นน้ำอย่างยั่งยืน
