School Administrative Guidelines for Developing 12 National Core Values of Educational Opportunity Expansion Schools under Uttaradit Primary Education Area Office 2

Abstract

The purposes of this research were to investigate the state and problems of school administration for developing the 12 National Core Values and to assess the appropriateness of the guidelines for developing the 12 National Core Values of educational opportunity expansion schools under the Uttaradit Primary Education Area Office 2. This research was divided into 3 phases. Phase 1: State and Problems of School Administration – the population included 25 school administrators and 173 teachers in educational opportunity expansion schools, 198 in total. Phase 2: School Administrative Guidelines for Developing 12 National Core Values – the sample selected by purposive sampling included a director of the Uttaradit Primary Education Area Office 2, an educational supervisor, an educator and 4 administrators of Buddhist educational opportunity expansion schools, 7 in total. Phase 3: Appropriateness Assessment of Guidelines for Developing 12 National Core Values – the sample selected by purposive sampling included 25 school administrators, 25 directors of Academic Administration Department, 25 directors of General Management Department, and 25 heads of Activities for Learner Development Department of educational opportunity expansion schools, 100 in total. The instruments used were a questionnaire and a focus group discussion. The percentage, mean, standard deviation and content analysis were the parameters used for statistical analysis.

The results revealed that the state and problems of school administration for developing the 12 National Core Values of educational opportunity expansion schools under the Uttaradit Primary Education Area Office 2 are at a high level. The guidelines for developing the 12 National Core Values of educational opportunity expansion schools under the Uttaradit Primary Education Area Office 2 include 3 aspects which are 6 approaches of teaching and learning management, 7 approaches of activities for learner development, and 7 approaches of learning resources. In addition, the appropriateness of the guidelines is at the highest level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาการบริหารสถานศึกษา พัฒนาแนวทางค่านิยมหลัก 12 ประการ และประเมินความความเหมาะสมของแนวทางการบริหารสถานศึกษา เพื่อพัฒนาค่านิยมหลัก 12 ประการของโรงเรียนขยายโอกาสทางการศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 2 การวิจัยครั้งนี้แบ่งเป็น 3 ระยะดังนี้ ระยะที่ 1 ศึกษาสภาพและปัญหาการบริหารสถานศึกษา ประชากร ประกอบด้วย ผู้บริหารโรงเรียนขยายโอกาสทางการศึกษา จำนวน 25 คน และครูโรงเรียนขยายโอกาสทางการศึกษา จำนวน 173 คน รวมทั้งสิ้น จำนวน 198 คน ระยะที่ 2 ศึกษาแนวทางการบริหารสถานศึกษาเพื่อพัฒนาค่านิยมหลัก 12 ประการ ได้กลุ่มตัวอย่างแบบเจาะจง ประกอบด้วย ผู้อำนวยการสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 2 จำนวน 1 คน ศึกษานิเทศก์กลุ่มส่งเสริมการจัดการศึกษา จำนวน 1 คน นักวิชาการศึกษา จำนวน 1 คน ผู้บริหารโรงเรียนขยายโอกาสทางการศึกษาวิถีพุทธ จำนวน 4 คน รวมทั้งสิ้นจำนวน 7 คน และระยะที่ 3 ประเมินความเหมาะสมของแนวทางการบริหารสถานศึกษาเพื่อพัฒนาค่านิยมหลัก 12 ประการ ได้กลุ่มตัวอย่างแบบเจาะจง ประกอบด้วย ผู้บริหารโรงเรียนขยายโอกาสทางการศึกษา จำนวน 25 คน หัวหน้าฝ่ายบริหารวิชาการโรงเรียนขยายโอกาสทางการศึกษา จำนวน 25 คน หัวหน้าฝ่ายบริหารทั่วไปโรงเรียนขยายโอกาสทางการศึกษา จำนวน 25 คน หัวหน้างานกิจกรรมพัฒนาผู้เรียนโรงเรียนขยายโอกาสทางการศึกษา จำนวน 25 คน ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 2 รวมทั้งสิ้น จำนวน 100 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบบันทึกการสนทนากลุ่ม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า สภาพและปัญหาการบริหารสถานศึกษาเพื่อพัฒนาค่านิยมหลัก 12 ประการของโรงเรียนขยายโอกาสทางการศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 2 สภาพในการบริหารสถานศึกษาเพื่อพัฒนาค่านิยมหลัก 12 ประการ มีสภาพการปฏิบัติอยู่ในระดับมาก มีปัญหาการบริหารสถานศึกษาเพื่อพัฒนาค่านิยมหลัก 12 ประการอยู่ในระดับมาก และแนวทางการบริหารสถานศึกษาเพื่อพัฒนาค่านิยมหลัก 12 ประการของโรงเรียนขยายโอกาสทางการศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 2 ที่พัฒนาขึ้น ประกอบด้วย 3 ด้าน คือ ด้านที่ 1 ด้านการจัดการเรียนการสอนประกอบด้วย 6 แนวทาง ด้านที่ 2 ด้านการกิจกรรมพัฒนาผู้เรียนประกอบด้วย 7 แนวทาง และด้านที่ 3 ด้านการจัดแหล่งเรียนรู้ประกอบด้วย 7 แนวทาง โดยในภาพรวมมีความเหมาะสมอยู่ในระดับมากที่สุด
