Guidelines for the administration of the school network in Bangrakam district Under the Office of Phitsanulok Primary Educational Service Area 1

Abstract

The purposes of this research were to investigate network management conditions and examine guidelines for school network administration in Bangrakam district under the Office of Phitsanulok Primary Educational Service Area 1. The population for Phase 1 consisted of 63 school administrators and 63 teachers who were responsible for academic affairs, 126 participants in total, obtained by the purposive sampling technique. The population for Phase 2 consisted of 7 experts. The research instruments were a questionnaire and an interview. The statistical devices employed for data analysis were frequency, percentage, mean, standard deviation, and content analysis.

The results revealed that overall, the level of school network management conditions in Bangrakam district was high. When considering each aspect sorted in descending order, they included control, planning, organization, coordination, and persuasion. In terms of guidelines for school network administration in Bangrakam district, it was found that the school network committee should collaboratively plan policies to offer educational opportunities to students in a comprehensive way and cover all target groups in the planning aspect. For the persuasion aspect, a policy should be developed collaboratively to enhance the quality of educational management in the school network, provide recommendations for the four administrations, and report to the office of educational service area. For the organization aspect, teachers from all schools should be jointly represented to comply with the roles of the school network. For the control aspect, the yearly educational management report of the school network should be created and submitted to the office of educational service area. For the coordination aspect, it should be based on the idea of sharing resources both inside and outside the school network to increase the quality of school education.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการบริหารเครือข่ายและแนวทางการบริหารเครือข่ายกลุ่มโรงเรียนเขตอำเภอบางระกำ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 1 ประชากรที่ใช้ในการวิจัย ระยะที่ 1 ได้แก่ ผู้บริหารโรงเรียน จำนวน 63 คน และครูวิชาการโรงเรียน จำนวน 63 คน รวมจำนวน 126 คน ได้มาโดยการเลือกแบบเจาะจง ระยะที่ 2 คือ ผู้ทรงคุณวุฒิ จำนวน 7 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า ระดับสภาพการบริหารเครือข่ายกลุ่มโรงเรียนเขตอำเภอบางระกำ ในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านโดยเรียงลำดับจากมากไปหาน้อย ได้แก่ ด้านการควบคุม ด้านการวางแผน ด้านการจัดองค์การ ด้านการประสานงาน และด้านการโน้มน้าวจูงใจ ตามลำดับ สำหรับแนวทางการบริหารเครือข่ายกลุ่มโรงเรียนเขตอำเภอบางระกำ ด้านการวางแผน คณะกรรมการกลุ่มโรงเรียนควรร่วมวางแผนกำหนดนโยบายเพื่อสร้างโอกาสทางการศึกษาแก่นักเรียนอย่างทั่วถึง และครอบคลุมทุกกลุ่มเป้าหมาย ด้านการโน้มน้าวจูงใจ ควรร่วมกันกำหนดนโยบายพัฒนาคุณภาพการจัดการศึกษาของโรงเรียนภายในกลุ่ม ให้ข้อเสนอแนะในการบริหารงานทั้ง 4 ฝ่าย และรายงานต่อสำนักงานเขตพื้นที่การศึกษา ด้านการจัดองค์การ ควรมีตัวแทนครูจากทุกโรงเรียนมาร่วมกันปฏิบัติตามบทบาทหน้าที่ของกลุ่มโรงเรียน ด้านการควบคุม ควรร่วมกันจัดทำรายงานสรุปผลการจัดการศึกษาประจำปีของโรงเรียนภายในกลุ่มเสนอต่อสำนักงานเขตพื้นที่การศึกษา และด้านการประสานงาน ควรยึดหลักการใช้ทรัพยากรร่วมกันทั้งภายในและภายนอกกลุ่มโรงเรียนเพื่อพัฒนาคุณภาพการศึกษาของโรงเรียน
