The Internal Supervision Model of Small Size Schools under the Office of Uttaradit Primary Educational Service Area 1

Abstract

The purposes of this research were to study conditions, need, and a model of internal supervision of small-sized schools under Uttaradit Primary Educational Service Area Office 1. The population was 99 small-sized school administrators and 99 teachers responsible for academic affairs, comprising 198 participants in total, as well as 9 experts. The instruments for data collection were a questionnaire and a group discussion. The statistics used for data analysis were frequency, percentage, mean, standard deviation, and content analysis.

The results revealed that overall, the internal supervision of small-sized schools under Uttaradit Primary Educational Service Area Office 1 was at a moderate level. When considering each aspect, the supervision and the internal supervision support system were at a high level. The supervision planning, evaluation and improvement, as well as the need for internal supervision survey were at a moderate level. In addition, the need for internal supervision of the small-sized schools was at the highest level.

With regard to the internal supervision model, it was comprised of the principles that emphasized participation, planning, and teamwork. The model aimed to enhance the knowledge and understanding of administrators and supervisors as well as to encourage them to apply the internal supervision model to develop educational quality. As for operation, the operational steps were as follows: need for internal supervision survey, planning, operation, evaluation, improvement, and support system organization. In addition, the success factors were the awareness of the school administrators and teachers, their readiness to formulate a policy and supervision plan, the implementation of the plan, evaluation, and ongoing improvement of supervision results.

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพและความต้องการ และรูปแบบการนิเทศภายในของสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 1 ประชากรที่ใช้ในงานวิจัย ได้แก่ ผู้บริหารสถานศึกษาขนาดเล็ก จำนวน 99 คน และครูผู้รับผิดชอบ ฝ่ายวิชาการ จำนวน 99 คน รวมจำนวน 198 คนและผู้ทรงคุณวุฒิ จำนวน 9 ท่าน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และการสนทนากลุ่ม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เชิงเนื้อหา

ผลการวิจัยพบว่า สภาพการนิเทศภายในของสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 1 โดยรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการปฏิบัติการนิเทศ และด้านการจัดระบบสนับสนุนการนิเทศภายใน อยู่ในระดับมาก ส่วนด้านการวางแผน การนิเทศ ด้านการประเมินผลและการปรับปรุงแก้ไข และด้านการสำรวจความต้องการจำเป็นในการนิเทศภายในสถานศึกษา อยู่ในระดับปานกลาง ส่วนความต้องการการนิเทศภายในของสถานศึกษาขนาดเล็ก โดยรวมอยู่ในระดับมากที่สุด

สำหรับรูปแบบการนิเทศภายในของสถานศึกษาขนาดเล็ก ประกอบด้วย หลักการที่เน้นการมีส่วนร่วม การวางแผน และการทำงานเป็นทีม มีวัตถุประสงค์ เพื่อให้ผู้บริหารสถานศึกษาและครูผู้นิเทศมีความรู้ ความเข้าใจ และนำรูปแบบการนิเทศภายในสถานศึกษาไปใช้ในการพัฒนาคุณภาพการศึกษา ส่วนวิธีการดำเนินการ มีขั้นตอนคือ การสำรวจความต้องการจำเป็นในการนิเทศภายในสถานศึกษา การวางแผน การปฏิบัติการ การประเมินผล การปรับปรุงแก้ไข และการจัดระบบสนับสนุน ส่วนเงื่อนไขความสำเร็จ คือ ผู้บริหารสถานศึกษาและครู ตระหนัก ให้ความสำคัญกับการนิเทศภายใน มีความพร้อม โดยมีการกำหนดนโยบายและแผนการนิเทศ ปฏิบัติตามแผน ประเมินผลและนำผลการนิเทศมาปรับปรุงอยู่เสมอ
