Lessons Learned on Success of Learning Quality Management to World-class Standard School: Multi-case study under the Secondary Educational Service Area Office 39

Abstract

The purpose of this research was to define lessons learned on success of learning quality management to world-class standard school: multi-case study under the Secondary Educational Service Area Office 39. The study was a mixed method research. 12 key informants included 5 school administrators from both schools, 2 heads of school academic affairs, 3 network parents, and 2 chairpersons of the school board. The population was 165 respondents who were selected through a purposive sampling method. The research tools were an interview form and a questionnaire. The statistics used for data analysis were frequency, percentage, mean, standard deviation, and content analysis.

The results showed that the success factors of the learning quality management to a world-class standard school consisted of 5 factors: school administrators; parents and local communities; students; teachers and school personnel; and administration. All factors were the driving force leading to the success of the world-class standard school. Quality system management in world-class standard schools comprised 6 components: leadership, strategic planning, student focus and stakeholders, measurement, analysis, knowledge management, school personnel focus, and process management.

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อถอดบทเรียนความสำเร็จการบริหารคุณภาพการจัดการศึกษาสู่โรงเรียนมาตรฐานสากล พหุกรณีศึกษา สำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 39 การวิจัยครั้งนี้เป็นการวิจัยแบบสผมสผาน กลุ่มผู้ให้ข้อมูลหลักประกอบด้วย ผู้บริหารสถานศึกษาทั้ง 2 โรงเรียน 5 คน ครูหัวหน้าฝ่ายวิชาการ 2 คน ผู้ปกครองเครือข่าย 3 คน หัวหน้าคณะกรรมการสถานศึกษา 2 คน รวมทั้งสิ้น 12 คน ประชากรผู้ตอบแบบสอบถามจำนวน 165 คน เลือกแบบเจาะจง เครื่องมือที่ใช่ในการวิจัย คือ แบบสัมภาษณ์ และแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า ปัจจัยความสำเร็จของการบริหารคุณภาพการจัดการศึกษาสู่โรงเรียนมาตรฐานสากล ประกอบด้วย 5 ปัจจัย คือ 1. ผู้บริหารสถานศึกษา 2. ผู้ปกครอง ชุมชน 3. นักเรียน 4. ครู บุคลากร และ 5. การบริหารจัดการ โดยทุกปัจจัยเป็นส่วนขับเคลื่อนนำไปสู่ความสำเร็จของโรงเรียนมาตรฐานสากล โดยการบริหารจัดการระบบคุณภาพในโรงเรียนมาตรฐานสากลประกอบด้วย 6 องค์ประกอบ ได้แก่ การนำองค์กร การวางแผนกลยุทธ์ การมุ่งเน้นผู้เรียนและผู้มีส่วนได้ส่วนเสีย การวัด การวิเคราะห์ และการจัดการความรู้ การมุ่งเน้นบุคลากร และการจัดการกระบวนการ
