Management Guidelines for Sexuality Education in Educational Opportunity Expansion Schools under Phitsanulok Primary Educational Service Area Office 3

Abstract

This research aimed to study the conditions and management guidelines for sexuality education in educational opportunity expansion schools under Phitsanulok Primary Educational Service Area Office 3. The study was a mixed method research. The population size of 1,043 people used in the research included school administrators, academic teachers, guidance teachers, and health education teachers. The sample was divided into 2 groups as follows: group 1 which was selected through the purposive sampling method comprised 100 school administrators, academic teachers, guidance teachers, and health education teachers; and group 2 which was also obtained by the purposive sampling method contained 14 school administrators, educational supervisors, academic teachers, guidance teachers, health education teachers, and school board members. The research tools were a questionnaire and a focus group discussion record form. The statistics used for data analysis consisted of frequency, percentage, average, standard deviation, and content analysis.

The results showed that 4 aspects of the conditions of sexuality education management in educational opportunity expansion schools under Phitsanulok Primary Educational Service Area Office 3 were all at a high level. The guidelines for the sexuality education management in the educational opportunity expansion schools included the following 4 aspects: academic administration – teachers were encouraged to do research and develop themselves by attending trainings and seminars, as well as by embracing information technology and innovations in teaching sexuality education besides creating learning networks for learning exchange; budget management – the budget was planned, projects and activities were organized, and opportunities for listening to ideas about learning exchange were provided; personnel management – human resource management was planned, supervised, monitored and evaluated; and general administration – information system was organized, resources were mobilized, support and sponsorship from outer organizations were requested as well as clear plans or structures were established.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพ และแนวทางการบริหารจัดการศึกษาเพศวิถีศึกษาในโรงเรียนขยายโอกาส สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 3 เป็นการวิจัยแบบผสมผสาน ประชากรที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา ครูฝ่ายวิชาการ ครูแนะแนว ครูผู้สอนวิชาสุขศึกษา จำนวน 1,043 คน กลุ่มตัวอย่างที่ใช้การวิจัยมี 2 กลุ่ม กลุ่มที่ 1 ได้แก่ ผู้บริหารสถานศึกษา ครูฝ่ายวิชาการ ครูแนะแนว ครูผู้สอนวิชาสุขศึกษา จำนวน 100 คน โดยการเลือกแบบเจาะจง กลุ่มที่ 2 ได้แก่ ผู้บริหารสถานศึกษา ศึกษานิเทศก์ ครูฝ่ายวิชาการ ครูแนะแนว ครูผู้สอนวิชาสุขศึกษาและกรรมการสถานศึกษา จำนวน 14 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบบันทึกการสนทนากลุ่ม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า สภาพการดำเนินการศึกษาเพศวิถีศึกษาในโรงเรียนขยายโอกาส สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 3 ทั้ง 4 ด้าน อยู่ในระดับมาก ส่วนแนวทางการบริหารจัดการศึกษาเพศวิถีศึกษาในโรงเรียนขยายโอกาส มี 4 ด้าน ได้แก่ ด้านการบริหารงานวิชาการ ส่งเสริมให้ครูทำวิจัย พัฒนาตนเอง โดยการอบรม สัมมนา ใช้สื่อเทคโนโลยีสารสนเทศและนวัตกรรมมาใช้สอนเพศวิถีศึกษา สร้างภาคีเครือข่ายในการแลกเปลี่ยนเรียนรู้ด้านการบริหารงานงบประมาณ วางแผน จัดทำโครงการหรือกิจกรรม เปิดโอกาสและรับฟังความคิดเห็นในการแลกเปลี่ยนเรียนรู้ด้านการบริหารงานบุคคล วางแผน นิเทศ กำกับ ติดตามประเมินผล และด้านการบริหารงานทั่วไป จัดระบบข้อมูลสารสนเทศ ระดมทรัพยากร ติดต่อหน่วยงานภายนอกในการขอรับการสนับสนุนส่งเสริม กำหนดแผนนงานหรือโครงสร้างที่ชัดเจน
