Guidelines on Internal Quality Assurance for Child Development Center under the Local Administrative Organization in Bankhok District, Uttaradit Province

Abstract

The purposes of this research were to study internal quality assurance condition and explore guidelines on internal quality assurance for child development center under local administrative organization in Bankhok District, Uttaradit Province. The population of this research was 47 directors of education division or acting directors of education division, educators, heads of child development centers, teachers, and child caregivers. The instruments used were a questionnaire and an interview form. The percentage, mean, standard deviation and content analysis were the parameters used for statistical analysis.

The results revealed that the overall condition of internal quality assurance for child development center under local administrative organization in Bankhok District, Uttaradit Province was at a moderate level. When considering each aspect in isolation, all of them were at a moderate level. The aspect ranked the highest was monitoring followed by evaluation, while the lowest was annual self-evaluation report. The guidelines for internal quality assurance suggested that decentralization by recruiting committee, forming teams and assigning job responsibility should be considered to facilitate management process. Moreover, internal and external collaboration, educator development in all levels, encouragement and support for child development center to gain better understanding in the operation as well as integration of technology in internal quality assurance to meet the standard should be emphasized.

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพการประกันคุณภาพภายใน และแนวทางการดำเนินการประกันคุณภาพภายในศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอบ้านโคก จังหวัดอุตรดิตถ์ ประชากรเป้าหมาย คือ ผู้อำนวยการกองการศึกษาหรือรักษาราชการแทนผู้อำนวยการกองการศึกษา นักวิชาการศึกษา หัวหน้าศูนย์พัฒนาเด็กเล็ก ครู และผู้ดูแลเด็ก จำนวนทั้งสิ้น 47 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เชิงเนื้อหา

ผลการวิจัยพบว่า สภาพการดำเนินการประกันคุณภาพภายในศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอบ้านโคก จังหวัดอุตรดิตถ์ โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่าสภาพการดำเนินการอยู่ในระดับปานกลางทุกด้าน โดยด้านที่มีค่าเฉลี่ยสูงสุด คือ การติดตามผลการดำเนินงานเพื่อการพัฒนาสถานศึกษาให้มีคุณภาพตามมาตรฐานการศึกษา รองลงมา คือ การประเมินและตรวจสอบคุณภาพการศึกษาภายในสถานศึกษา ส่วนด้านการจัดส่งรายงานผลการประเมินตนเองให้แก่หน่วยงานต้นสังกัดหรือหน่วยงานที่กำกับดูแลสถานศึกษาเป็นประจำทุกปี เป็นด้านที่มีค่าเฉลี่ยต่ำสุด และแนวทางการดำเนินการประกันคุณภาพภายใน ควรยึดหลักการกระจายอำนาจ โดยการแต่งตั้งคณะกรรมการ คณะทำงาน การกำหนดผู้รับผิดชอบ เพื่อให้การบริหารงานคล่องตัว เน้นการมีส่วนร่วมทั้งภายในและภายนอก การพัฒนาบุคลากรทางการศึกษาทุกระดับ การส่งเสริม สนับสนุนให้ศูนย์พัฒนาเด็กเล็กเข้าใจการดำเนินการ และการนำเทคโนโลยีมาใช้ในการพัฒนาระบบการประกันคุณภาพภายในให้เป็นไปตามมาตรฐาน
