Guidelines on Development of Academic Leadership in Digital Age of Expanding Educational Opportunity School Administrators in Uttaradit Primary Educational Service Area Office 2

Abstract

The purposes of this research were to study circumstances of academic leadership and seek guidelines on the development of academic leadership in the digital age of expanding educational opportunity school administrators in Uttaradit Primary Educational Service Area Office 2. The target population of this research was 335 respondents including school administrators and teachers. The sample of 12 people which was selected by purposive sampling were directors, deputy directors, and supervisors from Uttaradit Primary Educational Service Area Office 2; teachers rewarded in teaching; heads of academic departments; and lecturers from Uttaradit Rajabhat University. The instruments used were a questionnaire and an in-depth interview. The percentage, mean and standard deviation were the parameters used for statistical analysis.

The results revealed that the current circumstance of academic leadership in the digital age overall was at a high level. The guidelines on the development of academic leadership in the digital age were as follows. Planning for academic work: administrators must conduct a survey on teachers’ need for the use of technology in managing teaching and learning, emphasize the importance of technology, and encourage teachers’ ongoing self-development. Management: administrators use technology to create school information system to store accurate, up-to-date and easily accessible data. Promoting learning environment: administrators must conduct a SWOT analysis and determine visions and strategic plans in accordance with school environment, build up school and community cooperation, create friendly learning environment, and provide technological support. Supervision: administrators must observe teacher instructions in various ways and explain the advantages of using technology and innovation in teaching and learning.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพภาวะผู้นำทางวิชาการ และแนวทางการพัฒนาภาวะผู้นำทางวิชาการในยุคดิจิทัลของผู้บริหารสถานศึกษาโรงเรียนขยายโอกาสทางการศึกษาของสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 2 ประชากรที่ใช้ในการวิจัย ได้แก่ ผู้บริหารและครูผู้สอน จำนวน 355 คน โดยเก็บข้อมูลจากประชากรทั้งหมดประกอบด้วย ผู้อำนวยการรองผู้อำนวยการ ศึกษานิเทศก์ จากสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 2 ผู้บริหาร ครูผู้สอนที่ได้รับรางวัลด้านการสอน หัวหน้าวิชาการ และอาจารย์มหาวิทยาลัย ราชภัฏอุตรดิตถ์ จำนวน 12 คน ใช้วิธีเลือกแบบเจาะจง เครื่องมือที่ใช้การวิจัย คือ แบบสอบถาม และแบบสัมภาษณ์เชิงลึก สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า สภาพภาวะผู้นำทางวิชาการในยุคดิจิทัล ในภาพรวมอยู่ทุกด้านในระดับมากแนวทางการพัฒนาภาวะผู้นำทางวิชาการในยุคดิจิทัล ได้แก่ ด้านการวางแผนงานวิชาการ ผู้บริหารต้องมีการสำรวจและสอบถามความต้องการใช้เทคโนโลยีเพื่อนำไปการจัดการเรียนการสอนของครูชี้ให้ครูตระหนักถึงความสำคัญของการใช้เทคโนโลยี ส่งเสริมให้ครูมีการพัฒนาตนเองอยู่เสมอ ด้านการบริหารจัดการผู้บริหารสร้างระบบฐานข้อมูลของสถานศึกษาโดยใช้เทคโนโลยีช่วยในการจัดเก็บข้อมูลให้มีความถูกต้อง ทันสมัยและมีช่องทางเข้าถึงอย่างหลากหลาย ด้านการส่งเสริมบรรยากาศทางวิชาการ ผู้บริหารต้องมีการวิเคราะห์จุดแข็ง จุดอ่อน โอกาส และอุปสรรค จากนั้นมากำหนดวิสัยทัศน์และแผนกลยุทธ์ตามสภาพแวดล้อมของสถานศึกษา สร้างความร่วมมือระหว่างโรงเรียนและชุมชน จัดบรรยากาศการเรียนรู้ให้เอื้ออำนวย สนับสนุนเรื่องของเทคโนโลยี ด้านการนิเทศ ผู้บริหารต้องมีการสังเกตการสอนของครูในรูปแบบที่หลากหลาย มีการประชุมชี้แจงเกี่ยวกับจุดเด่นของการสอนที่ใช้เทคโนโลยีและนวัตกรรมในการจัดการเรียนการสอน
