Policy Proposals on School Administration from a Case Study of Dara Rasamee School Network, Phichai District, Uttaradit Province under the Office of Uttaradit Primary Education Service Area 1

Abstract

This research aimed to study the problems of school administration and to introduce school administrative policy proposals from a case study of Dara Rasamee School Network in Phichai District of Uttaradit Province under the Office of Uttaradit Primary Education Service Area 1. The total 65 people as the population contained school administrators, teachers, a community’s representative, a provincial education officer, the director of the Office of Uttaradit Primary Education Service Area 1, and educational supervisors. The 2 sample groups were selected through purposive sampling. Group 1 comprised 62 samples of 5 school administrators and 57 teachers while Group 2 contained 11 people including 1 provincial education officer, the director of the Office of Uttaradit Primary Education Service Area 1, 1 educational supervisor, 5 school administrators, 2 teachers, and 1 community’s representative. The tools used in the research were a set of questionnaire and an interview form. The statistics and data analysis used were percentage and content analysis.

The results showed that the overall level of school administration problems was at a high level where the highest level problem was the general administration aspect. The problems with lower level were academic administration, personnel administration, and budget administration at a moderate level, respectively. The school administration policy proposals were divided into 3 parts. The first part, proposals for the Office of Primary Education Service Area 1 to push PLC setting, support teaching materials and innovations of the teachers, plan and determine labor force, and make a budget plan. The second part, proposals for school administrators to improve the following issues: spiritual awareness and professional ethics, teaching supervision, plan making, administrative guidebook writing, abiding the prime minister’s office procurement regulations with strictness and transparency, and school database management. The final part, proposals for teachers to develop school curriculum in accordance with the core national primary education curriculum, make a self-development and self-evaluation plan, encourage learners’ life-long learning, evaluate learners from actual conditions or authentic assessment, improve competencies in applying an information network system, and teach by using an integrated approach.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหาของการบริหารจัดการโรงเรียน และ นำเสนอข้อเสนอเชิงนโยบายในการบริหารจัดการโรงเรียน กรณีศึกษา เครือข่ายกลุ่มโรงเรียน ดารารัศมี อำเภอพิชัย จังหวัดอุตรดิตถ์ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 1 ประชากรครั้งนี้ประกอบด้วย ผู้บริหารโรงเรียน ครูผู้สอน ตัวแทนชุมชน ศึกษาธิการจังหวัด ผู้อำนวยการเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 1 และศึกษานิเทศก์ กลุ่มตัวอย่าง ได้จากการเลือกแบบเจาะจง กลุ่มที่ 1 ได้แก่ ผู้บริหารโรงเรียนจำนวน 5 คน และครูผู้สอน จำนวน 57 คน รวม 62 คน กลุ่มที่ 2 ได้แก่ ศึกษาธิการจังหวัดจำนวน 1 คน ผู้อำนวยการ เขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 1 จำนวน 1 คน ศึกษานิเทศก์จำนวน 1 คน ผู้บริหารโรงเรียนจำนวน 5 คน ครูผู้สอนจำนวน 2 คน และครูผู้สอนตัวแทนชุมชน จำนวน 1 คน รวม 11 คน เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสอบถาม และแบบสัมภาษณ์ การวิเคราะห์ข้อมูลและสถิติที่ใช้ได้แก่ ร้อยละ และการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า สภาพปัญหาการบริหารจัดการโรงเรียนโดยภาพรวมอยู่ในระดับ เป็นปัญหามากเมื่อพิจารณาเป็นรายด้านที่มีระดับปัญหาสูงที่สุดคือด้านการบริหารงานทั่วไป รองลงไปคือ ด้านการบริหารงานวิชาการ ด้านการบริหารบุคคล และด้านการบริหารงานงบประมาณ มีระดับปัญหาปานกลาง และได้ข้อเสนอเชิงนโยบายการบริหารจัดการโรงเรียน โดยแบ่งเป็น 3 ฝ่าย ได้แก่ 1. ข้อเสนอแนะสำหรับเขตพื้นที่การศึกษา ได้แก่ การผลักดันการจัด PLC การส่งเสริมสนับสนุนให้มีการเผยแพร่สื่อ นวัตกรรมที่ครูผู้สอนคิดค้น การกำหนดและวางแผน อัตรากำลัง และการจัดทำแผนงบประมาณ 2. ข้อเสนอแนะสำหรับผู้บริหารโรงเรียน ได้แก่ การสร้างความตระหนักจิตวิญญาณและจรรยาบรรณของวิชาชีพ การนิเทศสอนงาน การดำเนินการ วางแผนให้ครูวิเคราะห์ความรู้ความสามารถของตนเอง การจัดทำคู่มือการปฏิบัติงานของงานธุรการ การปฏิบัติตามกฎระเบียบสำนักงานนายกรัฐมนตรีว่าด้วยการพัสดุอย่างเคร่งครัดและโปร่งใส และการจัดระบบฐานข้อมูลของสถานศึกษา และ 3. ข้อเสนอแนะสำหรับครูผู้สอน ได้แก่ การพัฒนา หรือปรับปรุงหลักสูตรสถานศึกษาให้สอดคล้องกับหลักสูตรแกนกลางการศึกษาขั้นพื้นฐาน การจัดทำ แผนพัฒนาตนเองและรายงานการประเมินตนเอง ส่งเสริมให้ผู้เรียนเกิดการเรียนรู้อย่างต่อเนื่อง มีการประเมินผลตามสภาพจริง การพัฒนาครูให้มีความรู้ความสามารถและทักษะในการปฏิบัติภารกิจ ของระบบเครือข่ายข้อมูลสารสนเทศ และการใช้วิธีการบูรณาการการเรียนการสอน
