Guidelines for Management of Teaching and Learning with Long Distance Learning in Education School under the office of Primary Education Service Area 2 of Uttaradit Province

Abstract

The purposes of this research were to investigate the conditions and present the guidelines for managing teaching and learning with distance learning technology in schools under Uttaradit Primary Educational Service Area Office 2. The population comprised 76 schools. The sample consisted of 38 schools, which represented 50% of the population, and was chosen through simple random sampling by drawing lots. The respondents included 114 school directors, teachers, and school committee members. Ten academic experts for a focus group discussion were selected using the purposive sampling technique. The research instruments were a questionnaire and a focus group discussion. The statistical devices employed for data analysis were mean, standard deviation, and content analysis.

The results revealed that overall, the conditions of management of teaching and learning with distance learning technology in schools under Uttaradit Primary Educational Service Area Office 2 was at a high level in all four aspects. With regard to the guidelines for managing teaching and learning with distance learning technology in each aspect, it was found as follows: Plan, there should be a plan for class arrangements, supervision, and building knowledge of policy, whereas teachers prepared lesson plans, worksheets, learning media, and source-like evaluation; Do, school administrators implemented the action plan, supported teaching activities, promoted morale, and praised teachers, while teachers prepared worksheets, exercises, and learning media for all learning content areas; Check, school administrators continually supervised, monitored, and evaluated teacher preparedness in different areas, and reported school records to parents; Action, a summary of supervision and monitoring should be included, and the results should be used to develop and improve a supervision process, as well as jointly summarized performance using the after, action, and review (AAR) technique.

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพและนำเสนอแนวทางการบริหารการจัดการเรียนการสอน ด้วยเทคโนโลยีการศึกษาทางไกลของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 2 ประชากรที่ใช้ในการศึกษา คือ สถานศึกษาจำนวน 76 แห่ง กำหนดขนาดกลุ่มตัวอย่างมาร้อยละ 50 ของประชากร ได้กลุ่มตัวอย่างจำนวน 38 แห่ง โดยวิธีสุ่มอย่างง่าย และจับสลาก ผู้ให้ข้อมูลในการตอบแบบสอบถาม ได้แก่ ผู้อำนวยการสถานศึกษา ครูผู้สอนและคณะกรรมการสถานศึกษา จำนวน 114 คน และผู้ทรงคุณวุฒิในการสนทนากลุ่ม จำนวน 10 คน โดยใช้วิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบสนทนากลุ่ม การวิเคราะห์ข้อมูลและสถิติที่ใช้ ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า สภาพทางการบริหารการจัดการเรียนการสอน ด้วยเทคโนโลยีการศึกษาทางไกลของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 2 ทั้ง 4 ด้าน ในภาพรวมอยู่ในระดับมาก ส่วนแนวทางการบริหารการจัดการเรียนการสอน ด้วยเทคโนโลยีการศึกษาทางไกล มีดังนี้ ด้านการวางแผน ควรวางแผนการจัดชั้นเรียน การนิเทศ สร้างความรู้ ด้านนโยบาย ครูวางแผนการจัดทำแผนการเรียนรู้ ใบงาน สื่อต่าง ๆ และการประเมินผลแบบเดียวกับต้นทาง ด้านการปฏิบัติตามแผน ผู้บริหารดำเนินการตามแผนดำเนินงาน สนับสนุนการจัดกิจกรรมการเรียนการสอนของครู สร้างขวัญกำลังใจ ยกย่องชื่นชมครู และครูมีใบงาน แบบฝึกหัด สื่อการสอนครบทุกกลุ่มสาระการเรียนรู้ ด้านการติดตาม ตรวจสอบ ประเมินผล ผู้บริหารนิเทศ ติดตาม และตรวจสอบความพร้อมของครูในด้านต่าง ๆ อยู่เสมอ และรายงานผลการเรียนให้ผู้ปกครองได้รับทราบ และด้านการปรับปรุงและพัฒนา ควรสรุปผลการนิเทศ ติดตาม และนำผลไปพัฒนา ปรับปรุงกระบวนการนิเทศและร่วมกันทำ AAR สรุปผลการดำเนินงานร่วมกัน
