Guidelines for promoting ethics of school administrators Under the Office of Sukhothai Primary Educational Service Area 2

Abstract

The objectives of this research were to study the levels of behavior and needs for self-development of ethics, and to find out the guidelines on the promotion of ethics for school administrators in Sukhothai Primary Educational Service Area Office 2. The data collection was divided into 2 phases. The population of the first phase was 137 school administrators and 162 heads of schools’ personnel management departments in Sukhothai Primary Educational Service Area Office 2. The key informants of the second phase were 5 school administrators who had been honored by the Teachers’ Council of Thailand for their virtue and ethics. The research instruments used were a questionnaire and a structured interview. The statistics used for data analysis were frequency, percentage, mean, standard deviation, and content analysis.

The results revealed that the overall ethical behavior of school administrators was at a high level, of which the aspect of the professional code of ethics for the society had the highest mean. The overall needs for self-development in the ethics of school administrators was at the highest level, of which the aspect of self-development need according to the professional code of ethics for the society, professional colleagues, and clients had the highest mean. For the guidelines on the promotion of ethics for school administrators in the professional code of ethics for oneself, school administrators should develop themselves to be able to persistently keep up with changes. For the professional code of ethics for their profession, they need to constantly comply with the Code of Ethics of Teaching Profession created by the Teachers' Council of Thailand. In addition, for the professional code of ethics for the clients, school administrators should behave according to the professional code of ethics and be good role models in virtue and ethics, For the professional code of ethics for their professional colleagues, they should ensure that teachers under their supervision have virtue and ethics. And lastly, for the professional code of ethics for society, they should allow communities to take part in school development.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการปฏิบัติตน ความต้องการในการพัฒนาตนเองด้านจริยธรรม และหาแนวทางการส่งเสริมจริยธรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุโขทัยเขต 2 ประชากรที่ใช้ในการศึกษา ระยะที่ 1 ได้แก่ ผู้บริหารสถานศึกษา 137 คน และครูหัวหน้ากลุ่มบริหารงานบุคคลของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุโขทัยเขต 2 จำนวน 162 คน รวม 299 คน ผู้ให้ข้อมูล ในการสัมภาษณ์ ระยะที่ 2 ได้แก่ ผู้บริหารสถานศึกษาที่ได้รับรางวัลด้านคุณธรรม จริยธรรม จากสำนักงานเลขาธิการคุรุสภา จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เชิงเนื้อหา

ผลการวิจัยพบว่า ระดับการปฏิบัติตนด้านจริยธรรมของผู้บริหารสถานศึกษา ภาพรวมอยู่ในระดับมาก โดยด้านจรรยาบรรณต่อสังคมมีค่าเฉลี่ยมากที่สุด ส่วนระดับความต้องการในการพัฒนาตนเองด้านจริยธรรม ภาพรวมอยู่ในระดับมากที่สุด โดยความต้องการพัฒนาด้านจรรยาบรรณต่อสังคม ต่อผู้ร่วมประกอบวิชาชีพ และต่อผู้รับบริการมีค่าเฉลี่ยมากที่สุด สำหรับแนวทางการส่งเสริมจริยธรรมของผู้บริหารสถานศึกษา ด้านจรรยาบรรณต่อตนเอง ผู้บริหารสถานศึกษาควรพัฒนาตนเองให้สามารถรู้เท่าทันการเปลี่ยนแปลงอย่างต่อเนื่อง ด้านจรรยาบรรณต่อวิชาชีพ ผู้บริหารสถานศึกษาควรปฏิบัติตามจรรยาบรรณที่คุรุสภากำหนดอย่างต่อเนื่อง ด้านจรรยาบรรณต่อผู้รับบริการ ผู้บริหารสถานศึกษาควรปฏิบัติตนเป็นตัวอย่างที่ดี ด้านคุณธรรม จริยธรรม ด้านจรรยาบรรณ ต่อผู้ร่วมประกอบวิชาชีพ ผู้บริหารสถานศึกษาควรกำกับให้ครูมีคุณธรรม จริยธรรม และด้านจรรยาบรรณต่อสังคม ผู้บริหารสถานศึกษาควรให้ชุมชนเข้ามามีส่วนร่วมในการพัฒนาสถานศึกษา
