THE GUIDELINES FOR STUDENT AFFAIRS ADMINISTRATION TO PREVENT THE PROBLEM OF BULLYING BEHAVIOR UNDER THE OFFICE OF UTTARADIT PRIMARY EDUCATION SERVICE AREA 2

Abstract

This mixed methods research study was intended to investigate severity of bullying behavior among students, the current state of student affairs administration, and the student affairs administration guidelines to prevent bullying behavior among students.The study population comprised 78 educational expansion schools affiliated with Uttaradit Primary Educational Service Area Office 2,25 of which were purposively selected as the sample of the study.The research instruments included a questionnaire and a focus group discussion record form.The statistics employed in data analysis were frequency,percentage,mean,standard deviation and contentanalysis. The results showed that overall, the bullying behavior among the students was at the lowest level in terms of verbal, physical, social and cyber bullying. When considering each aspect in isolation, it was found that verbal bullying showed higher average scores than the other counterparts. As for the current state of student affairs administration to prevent bullying behavior problems, there were guidelines for student affairs administration laid down by the schools, including educating the students, co-organizing activities, counseling, having an anti-bullying agreement, undertaking group activities, policy making, request for cooperation, follow-up supervision, and admonishment. To prevent bullying behavior among students in the schools, the task was assigned to three responsible parties: teachers, administrators and parents.

การวิจัยในครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาระดับความรุนแรงของพฤติกรรมการกลั่นแกล้งของนักเรียน สภาพปัจจุบันการบริหารกิจการนักเรียนและแนวทางการบริหารกิจการนักเรียน เพื่อป้องกันปัญหาพฤติกรรมการกลั่นแกล้งของนักเรียน เป็นการวิจัยแบบผสมผสาน ประชากร ได้แก่ โรงเรียนขยายโอกาสทางการศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์เขต 2 จำนวน 78 โรงเรียน กลุ่มตัวอย่าง จำนวน 25 โรงเรียน โดยวิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบบันทึกการสนทนากลุ่ม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า พฤติกรรมการกลั่นแกล้งของนักเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 2 ด้านวาจา ด้านร่างกาย ด้านสังคม และด้านโลกไซเบอร์ ภาพรวมอยู่ในระดับน้อยที่สุด เมื่อพิจารณาเป็นรายด้านพบว่า ด้านวาจา มีค่าเฉลี่ยมากกว่าทุกด้าน ส่วนสภาพปัจจุบันการบริหารกิจการนักเรียน เพื่อป้องกันปัญหาพฤติกรรมการกลั่นแกล้งของนักเรียน โรงเรียนมีแนวทางการบริหารกิจการนักเรียน โดยให้การอบรม การจัดกิจกรรมร่วมกัน การให้คำปรึกษา การสร้างข้อตกลง การทำกิจกรรมร่วมกัน การกำหนดนโนบาย การขอความร่วมมือ การนิเทศติดตาม และการพูดคุยตักเตือน เพื่อป้องกันปัญหาพฤติกรรมการกลั่นแกล้งของนักเรียน ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุตรดิตถ์ เขต 2 โรงเรียนได้แบ่งหน้าที่การทำงานออกเป็น 3 องค์ประกอบ ได้แก่ ครู ผู้บริหาร และผู้ปกครอง
