Guidelines for Management of Distance Education Via Satellite in Small Sized Schools under Phitsanulok Primary Educational Service Area Office 3

Abstract

This research aimed to study conditions and find satellite distance learning (DLTV) management guidelines for small-sized schools under Phitsanulok Primary Educational Service Area Office 3. The population of 178 people used in the study included primary school administrators and small-sized school teachers from 89 schools under Phitsanulok Primary Educational Service Area Office 3. In addition, the data was also collected from the interviews of 12 experts chosen through the purposive sampling method. The research tools were a questionnaire and an interview. The statistics used for data analysis comprised mean, standard deviation, and content analysis.

The results showed that overall, the 4 aspects of DLTV management conditions of small-sized schools under Phitsanulok Primary Educational Service Area Office 3 were at a high level. With regard to DLTV management guidelines for small-sized schools in each aspect, it was found as follows: planning, the plans, goals, and vision should be set as well as the teaching schedule should be arranged to fit the broadcasting classroom schedule; management, the teaching and learning process in the small-sized schools should be harmonized with the host broadcaster schools, and the key points from each lesson should be summarized after class; leadership was found the school administrators should provide advice, support, supervision and monitoring the teaching and learning management to achieve goals; and control, the internal supervision process should be summarized, evaluated, adjusted, and developed to increase better results.

การวิจัยในครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพ และ หาแนวทางการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม สำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 3 กลุ่มตัวอย่างที่ตอบแบบสอบถาม ได้แก่ ผู้บริหารสถานศึกษาขั้นพื้นฐานและครูผู้สอนในโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 3 จำนวน 89 โรงเรียน จำนวน 178 คน และการสัมภาษณ์ ผู้ทรงคุณวุฒิ จำนวน 12 คน โดยใช้วิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ ได้แก่ แบบสอบถามและแบบสัมภาษณ์ วิเคราะห์ข้อมูลและสถิติที่ใช้ ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า สภาพการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม สำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 3 ทั้ง 4 ด้าน ในภาพรวมอยู่ในระดับมาก และแนวทางการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม พบว่า 1) แนวทางด้านการวางแผน ควรมีการวางแผน กำหนดเป้าหมาย วิสัยทัศน์ในการจัดการเรียนการสอนผ่านดาวเทียม 2) แนวทางด้านการจัดการ ควรจัดกระบวนการเรียนการสอนให้สอดคล้องกับโรงเรียนต้นทาง และสรุปสาระสำคัญจากการเรียนในแต่ละครั้ง 3) แนวทางด้านการนำ ผู้บริหารสถานศึกษาควรให้คำแนะนำ สนับสนุนในการจัดการเรียนการสอนผ่านดาวเทียม เพื่อให้การดำเนินงานบรรลุเป้าหมายตามที่ตั้งไว้ 4) แนวทางด้านการควบคุม ควรมีการสรุปผลการจัดการเรียนการสอน การประเมินผลเป็นประจำ
